New WSO2 LB config

Now it is possible to configure load balancing & autoscaling parameters using a single configuration file [1]. The autoscaling configuration bits are optional. The ServiceDynamicLoadbalanceEndpoint, Autoscale mediators & Autoscaler task all refer to the same config file. Synapse has a shortcoming where a global property which can be shared amongst different items such as endpoints, mediators & task, cannot be defined, so this filename has to be repeated in 3 different places.
